- Minutes of the 1999 AGM approved as printed.

I) REPORTS
A) Measurement Report by Todd Blumel
- 29 boats measured this year
- 146 lbs average hull weight
- 22 of 25 boats under 150 lbs
- some whisker poles too long, but corrected
- bad forestays - wire too long, but corrected
- suggestion to individuals to take a look at top fitting for reliability
- strop length being measured out of interest, not enforced in NA. Supposed to be 10 inches for worlds.
- thanks to Jim Lyle and John Evetts for help.
- looked into purchasing digital scale but the cost is $900 CAD so no purchase at this - point.
- all boats measured with John's scale but will keep looking into the purchase of a new scale (probably analog is more reasonably priced)
World Measurement:
- motion to reduce boat weight to 145 was rejected therefore 150 lbs
stands as minimum hull weight.
- Spinnaker tests by Frank Bethwaite concluded no spinnakers on Tasars
- Window in main sail - Bethwaite agreed that it could be a good idea and that Todd should look into it and let him know what we think.
Motion by Jay Renehan that any window is legal in NA for this year, seconded by Kent Powley, passed with one opposed.
Note: Lots of discussion about the purpose of the window - general feeling is that window should be used to enhance safety.
Motion by Richard Spencer that any window must be approved by measurer, seconded by Jaime Mack,  passed with 2 opposed.

B) Builder's Report by John Evetts 
Interest in Tasars doing well. The Web page is well received and requests come in on email
Gave explanation for longer whisker poles ( see measurer's report above).

C) Treasurer's Report by Diane Dronsfield
- Approximately $13,000.00 CAD. in account. (See North American Tasar Association - Balance Sheet for details.)
- Discussion around setting up two bank accounts; one in Canadian and the other in U.S. funds to avoid losing money on currency conversion. General agreement that this made sense. 
- Plan to use NATA money for next worlds (in NA).
Newsletter:
- Lengthy discussion of need/want/purpose/importance of newsletter.
- Final outcome: it was agreed that a newsletter is a great way to get/keep people involved and promote class awareness. Agreed that the Newsletter issues should be distributed via email with one annual paper summary of all newsletters that will be printed out and distributed throughout the fleet - a sort of retrospective on the year and easy to hand out to promote the Tasar.
- The Heroic Newsletter volunteers are as follows: 
- Dawn Bustanoby volunteered to provide the newsletter via email
- Carol Buchan volunteered to put together an annual paper summary of the year's newsletters. 
- John Evetts volunteered to copy and distribute the annual paper summary
- Various volunteers to provide 2000 regatta reports to Dawn - due by Nov. 9th.

b>D) Fleet Reports
Hood River by Eric Hauge: up to 10 boats but average 4 to 5 on a regular basis. 5 or so boats learning how to sail. However, with no real infrastructure i.e. mark boats and marks and a very windy summer they did not show up very much. Hoping to get a regatta on next year's schedule. 
Portland by Bill Symes: potential for 20 boats but average 6 to 7 regulars in twilight race series, lots of dormant boats, lots of babies, people hanging onto boats and not selling. 
Seattle by Nick Brown: 12 to 30 boats. Thursday nights average 8 to 12 boats. Most Seattle boats went to most regattas, 4 new boats this year, active and holding steady.
Vancouver Island by Todd Blumel: 13 boats. Most boats active, Todd down to 1 boat!!!, lots of interest, people willing to travel. 
Vancouver by Thilo Giese: Overall not doing that well. Jericho Tuesday nights good, but nothing new. Young people with lots of interest, but cannot afford boats. Note by John Evetts: boat for sale $4750.00 Note by Richard: Viking sailing club and others adopting Tasars. Getting up to 12 boats on 
Tues night. 
San Fran.: some talk about interest in Tasars, definitely a lot of interest in double handed boats but seems to be Vanguard 15 dominated

RICHARD SPENCER'S WORLD BEAT:
- Continuing to work on applying for ISAF class status.
- Richard mentioned the option of applying for "Classic yacht status" vs ISAF recognized class. "Classic Yacht Status" is cheaper and it still gives right to hold World Championships. However, not sure if we can qualify as it specifies that this status is for classes that have had World's for decades and the Tasar would then have to be called a "Classic Yacht" After some discussion regarding the differences between ISAF and Classic Status it was decided to stay with applying for ISAF class status.

II) NEW BUSINESS 
Worlds in England August 2001
- Richard
- hope to ship boats together in containers.
- Whitstable is a holiday resort - book accommodation earlyWhistable 30 boats out on a weekly basis for local racing
- Peter Brewer, organizer of UK worlds and long time Tasar sailor died last week.
- boats to be shipped about 6 weeks in advance, could look into charter
- currently 6 boats known that want to go to worlds
- conditions: 10 to 30 knots - 60 boats for UK nationalsWorld's dates: Sat. Aug.18 to Fri. Aug 24.

2003 Worlds: Carol Buchan: need to set up regatta schedule to sail in proposed locations before the 2001 worlds. Suggested locations: San Francisco, The Gorge, Orcas Island and Vancouver.
Discussion regarding whether we should have site selection regattas or whether we should just decide on location at AGM.
Vote to gage interest in suggested locations:
- San Francisco - 5
- Vancouver - 4
- Orcas- 15
- Gorge -15
- As a result of the vote, it was decided to focus our energy on the possibilities of the Gorge and Orcas with Vancouver as a fall-back location.
- Discussion regarding proposed sites
Orcas by Cathy Sherwood- there is a launch site in Rosario, the harbour master is supportive of holding a World's but not sure about the commitment level, have to sail approx. one mile to sailing site, accommodation expensive but camping available. July is best month for Orcas. Cathy looking into best dates to hold World's at Orcas and details.
Gorge - Question about whether is would be redundant to hold World's in previous location and issues re: lack of infrastructure. Timing is not important. Bill and Loralee Symes looking into details.
Vancouver - good option to have if others fall through as they have organized before. Mike Franz volunteer to Committee. Thilo Giese and Richard Spencer to check out dates and details with RVYC and Jericho
- Lots more discussion
- Final outcome: Explore Orcas and Gorge for logistics and keep Vancouver as backup plan. Final decision to be made at SOCKS (Seattle) and Flights of Spring (Jericho) in 2001. Note: all agreed that we must have dates and location published before next Worlds
- Carol will continue to head up the site selection process and move the program through to SOCKS and Flights of Spring with the understanding that once we've selected a location, we will also need to decide on someone to take charge of organizing the World's.
