2003 North American Tasar Association Annual General Meeting

Minutes

1. Reports:

Measurement/ reported by Allan Johnson:
Todd Blumel has resigned from the position as the official Measurer for NATA. Todd was appreciated for all of his diligent efforts in serving in this position. Thirty seven (37) NATA boats were measured at the 2003 Victoria Worlds.

Builder/ reported by Allan Johnson: John Evetts currently has two boats built and ready for sale. Discussed improving design of boat with regard to rudder head, rudder pintels and the mast pins.

Treasurer/ Reported by Diane Dronsfield
As of the end of March the NATA had $15,550.00 Canadian dollars. $4,000.00 of which is prepaid entry fees for Worlds. Note: The Fiscal Year runs April - March but the Membership Year is January - December.

Membership is down for 2003, at 48 members it is down slightly from 2002.

The current NATA balance is $1,700.00 Canadian dollars. Of this $9,000.00 is held in a VIC (Investment Certificate).

Lots of discussion on what to do with the money, Allan Johnson said we would discuss it under “New Business”.

2. Fleet Reports:

Portland: reported by Tony Norris
The fleet is working on promoting membership. Currently they have a charter boat, however, it is in need of maintenance. Working on Al Morris/Yale Lake regatta. Could we make it a Can Am Series event? Only three boats participated in the Gorge Regatta, we must support that event next year.

Seattle: reported by Marlin Crosier
The fleet has had strong participation for Thursday nights at an average of 12-15 boats however, it has slightly declined after Worlds. The Seattle Fleet is looking forward to hosting the Seattle Fleet Champs Regatta October 11th and 12th.

Vancouver: reported by Tim Murphy
Thilo Giese has hosted a couple of clinics and the fleet is proud to have weekly sailing participation up to 14 boats.

Vancouver Island: The Vancouver Island Fleet was applauded for their outstanding efforts in orchestrating a truly World Class event in our 2003 World Championships. Their fleet needs support and new blood. We will try as a class to have a couple of good events on the island in 2004.

San Diego: reported by Allan Johnson
Brian and Diane? Carter attended the Worlds, and as the only Tasar currently in San Diego, they have offered to host a Mid Winters in Mission Bay, San Diego in March. A poll was taken at the meeting and of 7 teams expressed interest in participating, however, it was discussed that February – winter break for schools would be a more convenient due to travel time Allan Johnson will correspond with Brian and provide more information.


Richard Spencers’ World Beat:
- The possible location for the 2007 Worlds currently being discussed is Holland.

Website: Richard Spencer was thanked for all of his hard work in maintaining website. There was discussion regarding adding more pictures to the site including a diagram of Tasar and to use the site as more of a marketing and promotion tool. Richard Spencer encouraged all members to send him pictures, notices, stories, etc to be posted on the site.

3. New Business:

The US Sailing Association will grant one US Tasar team a contribution to assist with attending the Worlds. It was motioned and passed that top performing US team of the North American Championships would be the recipient. The precedent has been for the recipient team to provide that contribution to the entire NATA team to subsidize cost related to shipping the boats of all members. It was agreed, based on the US Sailing guidelines, that this would be left to the discretion of the recipient.

Newsletter: Carol Buchan was acknowledged for her efforts in facilitating the newsletter. Carol asked for any article contributions and will be e mailing out a deadline for these articles.

Rule Changes: In the World Council rule changes were discussed. These changes will go to ballot with the membership. They are the following:

- Adjusting the forestay and shrouds while on the water
- Stroup length – only have minimum?

A motion was passed for a rule change on the Crew Weight Requirement (C.6.2 ) for the NATA events. After proposals and motions by Thilo Giese, Richard Spencer and Carl Buchan, a motion was passed and approved for the following rule for NATA events:

In the event that the weight of the crew, thus weighed,, shall be less than 130 kg, such crew may race the Tasar, provided that, throughout the event, ballast equal to 50% in weight to at least the difference between the crew weight and 130kg is carried secured in the cockpit. The ballast carried need not exceed 6 kg.

The appropriation funds currently held by NATA was discussed. It was motioned and approved that the funds could be allocated at the discretion of the executive officers for the class. Ideas for the allocation included promotional and marketing efforts, charter boats maintenance.

4. Election of Officers

It was motioned and approved that the current executive officers would be nominated to continue service for the coming year with the exception of the measurer, Todd Blumel.

Alison Coleman - Secretary

Gary Brandt was nominated and approved to be the measurer for NATA.

5. RICHARD SPENCER INSPIRATIONAL AWARD

The Richard Spencer Inspirational Award was dedicated to Todd Blumel .

Todd exemplifies the spirit of the class and before he even knew it, was king of class promotion by owning four Tasars himself. He has gone on to serve as NATA Measurer for 6 years and has also held the position of World Measurer for 3 years. Todd championed the idea for a window in the mainsail, which he designed, trialed and paid for all of the development. The window was widely accepted and is now standard on most Tasars.

These achievements alone are worthy of this award, but then Todd suggested that maybe Victoria could host the World Championship. (if you read the minutes from the 2000 AGM, there is no mention for Victoria.) The Vancouver Island Fleet went on to host the North American’s, Pre-World’s, & World Championship Regattas, with much of the responsibilities and coordination resting on Todd’s shoulders. All of these things have made for a stronger and better North American Tasar Association. Many thanks to Todd Blumel for his exemplary service to the class.
